What constitutes "fair" here is that a request to be rid of an unwanted younger sibling be granted, and that the granter do everything possible to keep the child in question.
What is not fair, however, is that the grantee should protest to such an extent that she puts a drain on the resources at hand. A Goblin King can only do so much.
