"Why is everything so drab here," I asked. All around us, everything was gray, or dull brown; and the faces of the people were expressionless.
"This is a neutral territory," the Doctor answered. "A moon shared by twin planets that are at war. These are refugees, hiding from the damage. They'll spend their lifetimes here, if the war doesn't end before they do."
"In a place like this? How can they stand it?"
He sighed. "They're taking stoicism to a new level. Better to stay here, and not draw undue attention to themselves, than get pulled back into the war."
